This is how staff work every day: plugin on the mail web UI, meeting URL in the location field for everyone else.
What people see
The invite looks like any other invite. Join is the button.
You are already in the diary, booking the room. You add Zoom the same way you add a location. The invite goes out as mail. People on Outlook, on a phone, or in webmail all get the same Join.
If someone does not have the plugin, they are not stuck. The Zoom URL sits in the location field. They paste it, or they tap it. Phone dial-in is on the invite for the office where data is poor.
